The Migration Facilitation Architecture (MFA) is an important constituent of the IMC-K. MFA is primarily a three-tier architecture conceived to provide authentic information and guidance on overseas employment at the first mile for prospective emigrants through various field offices located in all the 30 districts of Karnataka, apart from carrying out several other functions.
The Three-tier Architecture consists of 30 Migrant Information Centres (MICs) in all the districts of Karnataka, 4 Migrant Regional Centres (MRCs) at the divisional level and 1 Migrant State Centre (MSC) at the state level in Bengaluru.
At a functional level, the MSC is the overarching entity that guides, regulates and monitors the functioning of the MRCs and the MICs. Further, each of the four MRCs monitor the functioning of the MICs under its jurisdiction. The MICs are integrated both horizontally across the districts in terms of sharing the information and data obtained using the Management Information System (MIS), and also vertically with the MRCs and the MSC.
The seamless integration of the Centres under the Three-tier Architecture is expected to generate robust and unique data on prospective emigrants which can be matched with the requirements of the Foreign Employers (FEs). The integration of the Centre as mentioned above also has the potential to ensure the welfare and protection of all emigrants recruited by the RA-K throughout the migration cycle. The broad functions of each of the MICs, MRCs and MSC are described in the relevant menu.
